The following topics are a summary of the H&S production regulations which apply in their entirety and must be adhered to! The current version of the H&S production regulations is available for download (see above).

scope and basics
These Health & Safety Production Regulations (H&S Production Regulations) applies to all contractors and their subcontractors to the extent that they are engaged in activities related to the production on the event site and the associated areas.

 
Companies based abroad that have assigned employees to work on site are obliged to comply with the occupational health and safety laws and regulations in force at the place of fulfilment. This includes, among others, the Occupational Health and Safety Act, Working Hours Act, Ordinance on Industrial Safety and Health, accident prevention regulations, etc. The companies are responsible for informing themselves accordingly.

Occupational health and safety
Each company is fundamentally responsible for the occupational safety and health protection of its employees. This includes, among other obligations:

 
• Designing a safe workplace,
• Preparing risk assessments for all tasks to be performed,
• Implementing measures to minimise risks,
• Qualifying and regularly instructing employees, as well as
• Verifying the effectiveness of measures and, if necessary, taking corrective actions.

 
The basis for these are the occupational safety and health regulations and laws applicable at the place of fulfilment.

Coordination of Occupational Safety
When several companies work simultaneously, mutual hazards may arise, which can only be reduced through coordination between the parties involved. For this reason, there is a legal obligation for coordination. This obligation for coordination must be implemented independently between companies and their subcontractors in accordance with DGUV Regulation 1 Principles of Prevention, §6 “Cooperation of Several Companies, as well as the Ordinance on Industrial Safety and Health, §13 (2).

 
In areas where individual companies/trades do not have a direct contractual relationship with each other and/or do not have all information necessary for coordination, self-organized coordination is not possible. Therefore, the organizer appoints a health and safety coordinator for specific work areas.

 
In addition, the organizer establishes rules in this H&S Production Regulation that must always be observed to protect all parties involved. These rules must be observed independently of cooperation with other trades and/or companies.

 
Contractors are obliged to inform the production management and occupational safety coordination at least three working days before starting any work that could pose a risk to other companies working in the same area. This particularly concerns hazards that have not yet been sufficiently reduced by the measures outlined in this H&S Production Regulation.

Key Roles of the Principal (Production)
Key roles on the part of the principal are production management, occupational safety coordina-tion, technical management, and the persons responsible for event technology (Meister).

 
The occupational safety coordinator is the central contact for questions regarding occupational safety and health protection within the scope of production and reports directly to production management.

 
All persons working in production must follow the instructions of the production management as well as notices of deviations from the H&S Production Regulation given by the occupational safe-ty coordinator, the technical management, and the persons responsible for event technology (Meister).

 
Primarily, detected deviations are communicated to the occupational safety contacts designated by the contractors. These contacts are obliged to escalate the information within their organization as necessary. In case of violation of the measures defined in the H&S Production Regulation, em-ployees may also be addressed directly and instructed to comply.

sanction options
As a rule, detected violations of the H&S Production Regulation are first addressed with a request for correction. In the case of gross or repeated misconduct, the production management may ex-clude contractors or individual employees from production directly, without prior warning and without further investigation. A report by the occupational safety coordinator, technical manage-ment, or the persons responsible for event technology (Meister) is sufficient for this.

risk assessment
The contractor must prepare a risk assessment for all production-specific activities of its employees in accordance with the requirements of the responsible occupational safety authority or accident insurance institution and provide the relevant document upon request.

Responsible contact person contractor
The contractor (CO) appoints a responsible contact for occupational safety who is both professionally and personally suitable for this function and is present on site for the entire duration of work. This person is authorized to issue instructions to the employees of the CO and any subcontractors regarding occupational safety and health protection.

 
The contractor and the appointed contact are obliged to participate in the online occupational safety briefing and to confirm their participation as well as their knowledge of the H&S Production Regulation before work commences.

 
Furthermore, they must be familiar with all relevant measures in this H&S Production Regulation and ensure that the measures relevant to their trade are taken into account in the planning and implementation of occupational safety measures during this production.

Instruction of Employees / Briefing of Responsible Persons from External Companies
The contact person for occupational safety is obliged, before the start of work, to communicate:

 
• the content of the online safety instruction, as well as
• the content of this H&S Production Regulation

 
in the production-specific instruction to their own employees and in the briefing of responsible persons from any subcontractors engaged by the company.

 
These production-specific instructions of employees and briefings of responsible persons for occupational safety from subcontractors must be documented in writing.

 
Note: These production-specific instructions and briefings are only supplementary and do not replace the basic instruction of the company’s own employees or temporary workers in accordance with §12 of the Occupational Safety and Health Act (ArbSchG).

Personal Protective Equipment (PPE)
The contractor must ensure that its employees are provided with the personal protective equipment (PPE) necessary for the work. The costs for the PPE are borne by the contractor.

 
The contractor must ensure that the required personal protective equipment (PPE) for the activity is provided to their employees. The cost of the PPE is borne by the contractor.

 
This also includes any PPE, such as high-visibility vests, required by this H&S Production Regulation.

First Aiders / Fire Protection Assistants
The contractor must ensure that a sufficient number of employees are qualified and present as first aiders and fire protection assistants.

 
Please note: The medical service provided by production does not replace the obligation to pro-vide a sufficient number of first aiders.

Qualification Certificates
All employees must be qualified for their tasks and professionally and personally suitable for the activity. The proofs of qualification must be available on site with the responsible contact and presented upon request.

Driving of industrial trucks, aerial work platforms and vehicles
Improper use of industrial trucks and mobile elevating work platforms poses a high risk to the operator and third parties nearby. Therefore, corresponding qualification and instruction for the operator are essential prerequisites.
The contractor must ensure, in accordance with DGUV Regulation 68 and DGUV Regulation 70, that employees have the appropriate qualification and have been properly instructed. Proof must be shown in the form of a qualification certificate when operating industrial trucks. The “driving permit” issued by the contractor’s company in accordance with §7 DGUV Regulation 68 should cover on-site use.

 
The following DGUV guidelines are recommended; however they are only available in German:

DGUV Principle 308-008 – Training and Authorization of Operators of Aerial Work Platforms
DGUV Principle 301-005 – Qualification and Authorization of Operators of Wheel Loaders and Hydraulic Excavators
DGUV Principle 308-001 – Qualification and Authorization of Operators of Industrial Trucks (excluding rough terrain telescopic handlers)

Operation of Other Motorized Small Vehicles
When operating and driving other motorized small vehicles, such as golf carts, gators, scooters, bicycles, appropriate qualification must also be ensured, and instruction provided. This must also be documented based on appropriate qualification, personal suitability, and instruction. The cor-responding requirements of the Industrial Safety Regulation must be observed.

 
Additionally, the guidelines for the operation of such vehicles as specified by the production must be followed. These are made available to all parties involved through notices and, if necessary, via online instruction.

Use of open fire – hot work
Fire-hazardous work is only permitted with a corresponding hot work permit hot work permit. Hot work includes welding, cutting, soldering, grinding, thawing work, and any work involving open flames or flying sparks. Such work must be registered in advance with the production management and may only be carried out after expressing written approval in the form of a permit.

Reporting Recognised Health Hazards and Accidents
Any recognised health hazard must be reported to the occupational safety coordination without delay, and work in the affected areas must be stopped.

 
The occupational safety coordinator must be informed immediately of any damage or accident.

Working and rest hours
Insufficient rest periods and/or working hours beyond what is permissible increase the health and accident risk for employees. The obligations under the Working Hours Act (ArbZG) have to be applied accordingly.

Liability
Contractors and their subcontractors are liable for all damages resulting from intentional or negligent breaches of the contents of this H&S Production Regulation.

 

 

Production-specific requirements

alcohol and drugs
The possession and consumption of alcohol, drugs, and other intoxicants before or during work are strictly prohibited on the entire site. Even after the partial legalization of cannabis – such as permitted possession of small amounts and consumption in private settings – consumption before and during work remains strictly prohibited.

 
This prohibition also applies without restriction during breaks, as safety, performance, and responsibility at work take the highest priority.

Escape and rescue routes / assembly points
Contractors' contact persons must familiarize themselves with the location of escape and rescue routes, safety equipment (e.g. fire extinguishers, lifebuoys at the water), and assembly points before starting work and convey this information in their production-specific instruction of their employees and in the briefing of their subcontractors' responsible persons.

 
In areas where this information is not visible on site (e.g., as an escape and rescue plan), the contact persons will receive the relevant details upon registration from the occupational safety coordinator.

Wearing safety shoes and high-visibility vests
During the entire set-up and dismantling phase, high-visibility vests must be worn in all areas where industrial trucks, such as mobile elevating work platforms, forklifts, wheel loaders, or vehicle or truck traffic are present.

 
For high-visibility vests, the requirements set out in DGUV Information 212-016 "High-Visibility Clothing" must be observed.

 
Protection class 2 is required. This must include at least 0.5 m² of fluorescent and 0.13 m² of reflective material. In addition to the fluorescent colors “yellow”, “orange-red”, and “red” listed in DGUV Information 212-016, “neon green” is also permitted for this production.

 
Note: At high temperatures, vests with breathable features should be used.

 
Wherever there is a risk of foot injury, safety shoes with toe and heel protection and puncture-resistant soles must be worn. This applies to all areas where loading and unloading, assembly, and dismantling work take place.

Work-equipment - general
All work equipment, machines, tools, electrical devices, ladders, steps, industrial trucks, and vehicles must be inspected according to the applicable legal regulations. Proof of inspection must be available at all times through corresponding labels or inspection records. Documents must be available on site or accessible digitally without barriers.

 
In addition to proper labelling, a visual inspection for defects and damage must be carried out before use. Defective or damaged equipment must be labelled and protected against further use.

 
Work equipment must only be used as intended and in accordance with occupational safety regulations by instructed and, if necessary, trained personnel.

Sun and Heat Protection
At high temperatures and strong sunlight, working outdoors poses the risk of overheating, sunburn, and heatstroke. Risk-minimizing measures include, e.g., appropriate clothing, headgear, use of skin protection (sunscreen), sufficient drinking water, and breaks in the shade.

 
It is recommended that first aid notices for acute heat illnesses in accordance with DGUV Information 204-037 be made accessible to employees at a central location.

 
For indoor work with high heat development, sufficient drinks must also be provided.

Thunderstorm with lightning
In the event of storms with a risk of lightning while working outdoors, on outdoor stages, or in containers, a safe location must be sought immediately and assembly points agreed upon.

 

Working at Height, Fall Risks, or on Different Levels
When working at height, with fall hazards, or on different levels, there is always an increased risk from
• falls, and
• falling objects.

 
Therefore, a risk assessment must be carried out to evaluate the risk and define and implement corresponding measures, such as wearing PPE against falls, installing nets, or using restraint systems.

 
In any case, when working at height, the danger area below must be secured for third parties, e.g., by barriers or personnel.

 
Where there are risks that may require rescue from height, an appropriate height rescue plan must be created and included in instruction/briefing. The height rescue plan must be provided upon request.

Hazards from Spotlights, Show Lasers, High-Power Projectors, LED Screens
Spotlights, high-power projectors, show lasers, or LED walls can pose risks to eyes and skin due to optical radiation.

 
Risks for employees (both from own and other companies) working in the same area must be identified as early as the planning stage for set-up, dismantling, maintenance, or modification work.

 
Risk groups and safety distances must be determined in advance and appropriate safety measures must be defined and implemented. Companies that install and/or operate such equipment are required to inform the production/technical management before starting work without being asked.

 
The following regulations must be considered and observed:

 
• Occupational Safety Ordinance on Artificial Optical Radiation (OStrV)
• Technical Rules for OStrV (TROS)
• Risk groups according to DIN EN 62471
• Other applicable laws, regulations, or standards for the equipment or activity.

crane work
When lifting and transporting loads by means of a crane, special measures must be planned and implemented to protect people in the crane's working area.

 
The requirements of DGUV Regulation 52 "Cranes" must be taken into account. This applies both to the operator and operator of the crane and to the employees involved in the movement of loads by means of a crane.

 
In particular, the following measures must be observed in terms of occupational health and safety coordination:

 
• The casting of material may only be carried out by instructed employees who have the appropriate knowledge.
• Communication between crane operator and instructor is carried out by means of the work organisation specified in DIN 33409 "Safety-oriented work organisation; Hand signals for instruction" or via radio.
• The area in which loads are attached or moved must be secured by means of a barrier or personnel protection against entry or passage by third parties.
• Helmets are compulsory for employees working on the ground.

Crane operations not initiated by the production must be registered in writing with production management and occupational safety coordination at least 48 hours prior to use.

Driving on the Site | Pedestrians
Vehicle traffic on the premises is conducted according to the provisions of the Road Traffic Regulations (StVO). A one-way street regulation is signposted, which must be bindingly observed by all vehicle operators.

 
For pedestrians, special duty of care applies on the designated traffic routes. In the stadium area, the outer circular path should be used for pedestrian traffic wherever possible. If walking on roadways used by vehicles cannot be avoided, one must walk at the edge of the roadway and wear a high-visibility vest. This measure is mandatory.

 
For vehicles, a maximum speed of max. 20 km/h generally applies, provided the situation and traffic management allow this. In areas with mixed traffic or restricted visibility, walking pace (max. 9 km/h) must be maintained. Where technically possible, vehicles should be driven with hazard warning lights activated.

Aerial Work Platforms | Forklifts | Golf Cart | Gator | Motor-Scooter | Bicycle
For all mentioned vehicles and industrial trucks, driving is only allowed with:

 
• prior instruction or briefing,
• compliance with the manufacturer’s operating instructions (found in the vehicle/industrial truck),
• wearing a high-visibility vest.

 
For mobile elevating work platforms and telescopic boom lifts, if the manufacturer provides for it, approved and tested PPE against falls must be used. Additionally, a helmet must be worn where there is a risk of head injury. For all work carried out on a mobile elevating work platform or telescopic boom lift, the area underneath must be cordoned off or guarded by personnel in a sufficient radius to protect third parties from falling objects.

Connection of mobile electrical installation
The commissioning of electrical connections (e.g., house connection, generator, etc.) and the installation and operation must be carried out in accordance with the relevant electrotechnical regulations and rules. Only connections checked and approved by the installer may be put into operation.

 
Connections should be protected with RCDs where possible. If it is not clear whether an RCD is installed in the system or outside area, an RCD adapter (e.g., P-RCDS, construction site distribution box with suitable protection, etc.) must be used.

 
The quality standard SQP4 “Mobile Electrical Installations in Event Technology”, published by IGVW (Interest Group for the Event Industry), can be used as a minimum requirement.

Grounding of Temporary Structures
Companies that erect or operate temporary structures with electrical equipment must ensure proper grounding in accordance with generally recognized rules of technology. The relevant requirements are DIN VDE 0100-540 and, if applicable, additional requirements of the local electricity suppliers and inspection bodies.

 
Grounding can be carried out by third parties. In this case, the company must ensure and document that grounding has been fully and properly carried out before commissioning. This can be evidenced by a handover protocol with the relevant information.

 
This obligation applies in particular—but not exclusively—to the following structures:

 
• Stage constructions and truss systems with electrical equipment (e.g., lighting, sound, motors)
• Construction and office containers with power connections
• FOH and technical positions with their own power supply
• LED walls, video walls, and other large-scale display technology
• Sanitary containers and catering units with electrical equipment
• Masts, towers, and trusses with power or data lines
• Metallic structures and constructions connected to the power grid or that can be touched by fault currents

 
Protection against electric shock must be ensured at all times.

 
Proper implementation and inspection of grounding measures must be documented in writing. Inspection protocols must be provided to the organizer or the responsible occupational safety coordination upon request.

Mobile LPG systems
When using mobile liquefied petroleum gas (LPG) systems — for example, for cooking or heating equipment — all relevant regulations concerning installation, inspection, and fire safety must be observed.

 
The following apply:

 
• The requirements of the document Use of Liquefied Gas for Commercial Purposes from the State Office for Occupational Safety, Health Protection and Technical Safety Berlin (LAGetSi) as well as DGUV Rule 110-010 apply.
• Additionally, the Checklist for risk assessment when using LPG (excerpt from DGUV Rule 110-010 “Use of Liquefied Gas”) is recommended.

 
All required inspection documents — including documentation of testing and inspections in accordance with the Ordinance on Industrial Safety and Health (BetrSichV), TRBS 1203, and DGUV Rule 110-010 — must be presented on-site upon request.

Incident Reporting
 
In the event of an accident or fire, the emergency number 112 must be called immediately.

 
Important: Always avoid endangering yourself!

 
The contractor’s contact person will receive all relevant emergency numbers and additional important information during registration with the occupational safety coordination.

 
When calling the emergency services, the following information must be provided:

 
• Where did it happen?
• What happened?
• What injuries occurred?
• How many people are affected?
• Who is calling?
• Wait for further questions!

 
In case of a fire, the following additional points must be observed:

 
• Protect yourself
• Assist endangered persons
• Help people in need
• (Close windows and doors)
• Follow marked escape routes
• Do not use elevators
• Follow instructions from fire protection assistants
• Go to the designated assembly point
• Attempt to extinguish the fire
• Use fire extinguishers
